学生的妈妈3电影 - 据悉，海关总署于2024年11月发布公告，明确自当年12月15日起，在北京、天津、大连、哈尔滨、上海、南京、杭州、成都、乌鲁木齐等20个直属海关开展跨境电商零售出口跨关区退货监管模式试点。跨境电商作为国际贸易的新业态，近年来发展势头迅猛，已成为推动我国外贸增长的重要引擎。经过一年的试点，现已具备全国推广条件。 根据此次发布的公告要求，跨关区退货仅适用于跨境电商零售出口商品，即“9610模式”。同时，跨境电商零售出口退货商品可以跨关区退回，但退回商品仅允许退至开展跨境电商零售出口业务的海关监管作业场所或场地。此外，公告还明确，开展跨境电商零售出口跨关区退货业务的企业应规范经营，并具备独立的作业功能区，学生的妈妈3电影应向海关开该方案对接。然而，跨境电商快速发展的同时，跨境退货问题一直是困扰行业发展的痛点难点。
